Late Disaster Payments Show Need to Improve Safety Net, NCGA Says. Last week the U.S. Department of Agriculture (USDA) set Oct. 15 as the start for growers to sign up for Crop Disaster Program assistance for the 2005 and 2006 crop years and for spring 2007 disaster assistance. The delay in timing is a problem that a revenue countercyclical program (RCCP) would solve, says the National Corn Growers Association (NCGA).
